Non si può: a Roma sul suolo pubblico la camorra può installare 200mila cartelloni abusivi, la mafia può gestire 10mila bancarelle e camion bar, i prepotenti possono lasciare 500 o 600mila vetture in divieto di sosta, i clan possono gestire il traffico di vu cumprà e tutto può e deve esser fatto impunemente. Ma se vi azzardate a occupare il suolo pubblico mangiando un panino, un gelato o un pezzo di pizza, beh, anche 500 euro di multa.
